Civil Engineering Recruitment

Civil and infrastructure engineering recruitment — across Canada and the USA.

PHM recruits the civil and infrastructure engineers who design and deliver the built environment — from consulting and construction through municipal and land development. Specialist, sector-fluent search for the people whose work has to stand up, on an exclusive, fee-on-hire basis.

Why this hire is hard

The people who can seal a drawing are the ones nobody can spare.

Ontario changed who counts as licensable. The Canadian-experience requirement came off in May 2023, and since July 2026 the minimum experience for a P.Eng. is two years rather than four — though PEO is clear that most applicants still need three or four to clear all thirty-four competencies. A job posting that asks for four years to licence, or for Canadian experience, is screening against rules that no longer exist.

What it costs while the seat is open

A vacant project engineer seat does not stop a project. It moves the work onto a principal who is already at capacity, and the first thing to slip is the quality review nobody sees until it is a change order.

How we run it instead

Keeping up with what each regulator actually requires is part of our job, not our client’s. Our civil engineering recruiters work with people who are employed and not applying, assessed against the scope someone has carried rather than the boxes a posting asks them to tick.

What we recruit for

From project engineers to practice leaders.

Genuine depth across the civil and infrastructure engineering disciplines — we understand the roles and the work they answer for, not just the titles. A sample of the work and the projects we recruit for:

Recruiting for building structures, envelope or restoration? That work sits with our structural engineering team — a different market, and largely different employers.

Levels from junior and intermediate engineers through senior and principal engineers, discipline leads, project and practice managers, and directors & VPs of engineering.

How we engage

Exclusive contingency.

Retained-level rigour, on an exclusive basis, for a fee paid on the hire — no upfront retainer and the delivery risk on us. We also work standard contingency where a role suits it. How we engage →

Because we don’t run volume, an exclusive civil mandate gets our full bandwidth — and we’re driven to deliver in less time than industry norms.

Where civil engineers work

Consulting, construction, municipal, and land development.

Engineering consulting

Design and project delivery for civil and infrastructure practices — transportation, water, municipal, and land development teams.

Construction & infrastructure

Heavy civil and infrastructure build — roads, bridges, municipal works, and the project leadership that delivers them.

Municipal & land development

Public-sector infrastructure and private land development — planning, servicing, subdivisions, and approvals.

Common questions

Civil Engineering recruitment, answered.

What civil engineering roles do you recruit for?

The specialties and levels are listed above. We recruit them for consultancies, owners, contractors and industrial employers across Canada and the USA.

Do you recruit consulting, construction, and municipal civil engineers?

Yes — all three. We place civil and infrastructure talent across engineering consulting, heavy-civil and infrastructure construction, and municipal and land development.

Do you work on a retained or contingency basis?

Exclusive contingency. Nothing is invoiced until someone is hired, which puts the delivery risk on us rather than on the company that already has the problem.

Can you advise on civil engineering salaries and compensation?

Yes. We provide real-time compensation insight for the specific role, region, and seniority you’re hiring for — so an offer is competitive without overpaying.

Where do you recruit civil engineers?

Across Canada and the United States. We’re headquartered in London, Ontario, Canada and work on-site where it counts and remote-fluent by design.

Are the best civil engineering roles even advertised?

Often not. Many of the strongest civil and infrastructure roles are filled discreetly, through direct search — opened quietly and closed quietly, invisible from the open market.
