Infrastructure Ontario said in June 2024 it would start buying hospitals through progressive design-build with a target price, and it has — Peel Memorial’s development phase opened in October 2025 and North York General went to market as an alliance. British Columbia is further down the same road, with eight alliance projects running. Then in June 2025 the CCDC rewrote both of its construction management contracts, the first time since 2010. A career spent administering a fixed price after award is not the job these models ask for, which is pricing and defending a cost model in front of the owner before a price exists.
