Canada’s nuclear regulator issued a construction licence for a small modular reactor at Darlington in April 2025 — a 300-megawatt unit, the first grid-scale SMR in the G7. Foundation work was cleared to proceed in March 2026 and the operating licence application went in the same month. There is no pool of Canadians who have built or run one, because there has not been one. First-of-a-kind work cannot be staffed by hiring the experience; it is staffed by hiring people who can be licensed into it, which is a different assessment entirely.
